Council

  • The Governor, Bangladesh Bank (the Central Bank of Bangladesh) is the ex-officio President of the Institute and Chairman of its Council
  • The Managing Director, Sonali Bank Ltd, the largest State owned Commercial Bank (SCB) and second largest subscriber to the Institute’s fund, acts as the Vice-President of the IBB and Vice-Chairman of the Council.
  • The management and superintendence of the affairs of the Institute vest in a 26 (including Member-Secretary) members Council formed for the year 2014 with the following structural formation :
1 Chairman : Governor, Bangladesh Bank and President, IBB
2 Vice-Chairman : Managing Director & CEO, Sonali Bank Ltd
3 4 Members : Four Deputy Governors of Bangladesh Bank
4 3 Members : Three Managing Directors of State owned Commercial Banks (SCBs) (Janata Bank Ltd, Agrani Bank Ltd & Rupali Bank Ltd)
5 1 Member : Managing Director of one State owned Agricultural Development Financial Institution (Bangladesh Krishi Bank)
6 2 Members : Managing Directors of two State owned Industrial Development Financial Institution (BDBL and ICB)
7 3 Members : Managing Directors of three State owned Specialized Financial Institutions (selected in alphabetical order)
8 5 Members : Managing Directors of five Local Private Commercial Banks (PCBs) selected by rotation in alphabetical order
9 2 Members : Managing Directors/CEOs of two Private Sector Financial Institution (selected in alphabetical order)
10 1 Member : Chief Executive Officer/Country Head of one of the Foreign Commercial Banks operating in Bangladesh (selected by rotation in alphabetical order)
11 2 Members : Two Fellows of the IBB (selected by rotation in alphabetical order and also in sequential order of tenure as Council Members)

Standing Committees of IBB Council

In managing the affairs of the Institute, the Council is assisted by the following three Standing Committee consisting of selected Council members for the year under report:
(i) Administration and Finance Committee

This committee consists of eight members (including Member-Secretary): one from SCBs, two from State owned Specialized Financial Institutions, three from Private Sector Commercial Banks, one from Private Sector Financial Institutions and Secretary General, IBB acted as Member-Secretary. Alphabetical order is followed in selecting members of this Committee.
(ii) Syllabus and Examination Committee
This committee consists of eight members (including Member-Secretary): one Deputy Governor, Bangladesh Bank; Managing Director of one SCB; Managing Director of one State-owned Industrial DFI, Managing Director of one State owned Agricultural Development Financial Institution, Managing Director of one Local Private Commercial Bank; Managing Director of one Private Sector Financial Institution, one Fellow who is a member of the Council and Secretary General, IBB acted as Member-Secretary of the committee. Alphabetical order is followed in selecting members of this Committee also.
   (iii)  Journal and Library Committee
This Committee consists of eight members (including Member-Secretary): one Deputy Governor, Bangladesh Bank; Managing Director of one SCB; Managing Director of one State owned Industrial DFI; Managing Director of one Specialized Financial Institution; Managing Director of one Local Private Commercial Bank; Chief Executive/Country Head of one Foreign Commercial Bank, one Fellow who is a member of the Council & not a member of any other Standing Committee and Secretary General, IBB acted as Member-Secretary of the committee. Alphabetical order is followed in this case also

With a view to ensuring representation of all members of the Council, membership of three Standing Committees were distributed rationally among 26 Council members (excluding the Chairman and the Vice-Chairman of the Council). Secretary General, IBB acted as the Member-Secretary of all the Standing Committees and the Council.

Membership

There are three categories of members of the Institute, viz. (1) the Subscribers to the Memorandum of Association of the Institute, (2) Authorized Representatives of those banks and financial institutions who are admitted by the Council and who contribute to the expenditure of the Institute at the rates determined by the Council from time to time, and (3) the Fellows of the Institute.

Secretariat

The secretarial services are provided to the IBB Council by a Secretariat headed by a Secretary General as its chief executive. The Secretary General of the Institute is appointed by the Council on contract basis on such terms & conditions as decided by it.
